Знання іноземної мови, особливо англійської, є нагальною потребою як для професійного, так і особистісного зростання. Це також вважають важливим складником майбутнього професійного іміджу. Усі ці передумови стали підставою для запровадження в Черкаському державному бізнес-коледжі елективного курсу “Communicative English”. Запропонований інструментарій може слугувати набором ресурсів учителя для сприяння ефективній комунікації за темою MOOD FOOD. Аналіз основних сучасних тенденцій у викладанні ESL доводить, що Task-Based Language Teaching (TBLT) продовжуватиме домінувати в процесі навчання іноземних мов. Матеріал розроблено відповідно до підходу TBLT, що сприяє залученню студентів до змістовного спілкування. TBLT поєднується з іншими освітніми підходами, такими як автентичність, гейміфікація навчання, культурна обізнаність, творчість, співпраця, навчання на основі запитів. Kleptocratic economy, as an institutional system, is oriented towards a key function that involves gaining wealth by the ruling elite through the introduction of non-market transaction costs for companies and households, which is based on administrative, bureaucratic, and political violence. For this purpose, the kleptocratic states create such systems of state institutional management that give the authorities the possibility of rent-oriented behaviour, which impedes the functioning of the real sector of the economy and encourages the shadow one. Under such circumstances, transaction costs are redirected to administrative intervention into the market mechanism, rather than aimed at increasing its efficiency; property rights are not clearly specified; the level of uncertainty about rules and norms of economic behaviour increases, and the motivational system of business activity is distorted. As a result, on the one hand, inefficient allocation of resources and slow economic growth (decline) are observed, and on the other hand, there is the redistribution of income in favour of the ruling elite and its excessive enrichment, that is detrimental to the welfare of the majority of the population. The aim of the article is to analyse the political-economic formation of a kleptocratic basis, which in the future transforms the state and its economy into kleptocratic formations; defining ways of counteraction and institutional capacity for transformations in the direction of Ukraine’s aspirations for European integration. Methodological basis.The methodological basis of the research is the work of domestic and foreign scientists in the field of institutionalism and kleptocratic economy. The models of the development of a kleptocratic state and the influence of kleptocratic factors on the socio-economic processes in the country have been studied with the application of the method of analysis, systematization, and generalization. Results. It is determined that in order to liquidate the grounds of kleptocratic economy, it is of primary necessity to eliminate institutional obstacles that interfere with the unification of the legal and shadow sectors of the economy and ensure their institutional formalization. This requires the introduction of effective ways of restraining the ruling elite in order to restrict corruption abuses of the government and its close reigning coalition with special privileges and bureaucracies and form an institutional structure, in which firms and households have clearly defined property rights and also have the possibility to protect contractual rights provided by formal institutes. Particular attention should be paid to the ways of civil society’s monitoring the state information policy and methods of adopting laws, which is, the institutional foundation that guarantees the openness of information as to the actions of government institutions. According to the results of the study, definite measures are proposed, the implementation of which will ensure the opportunities for Europeanization, particularly in Ukraine. Ways to restore the activities of economic entities are suggested.Item Application of Statistical Pattern Recognition in a Generating-Element Space for Human Activity Classification Using Smartphone Sensors(Springer Nature B.V., 2026) Заболотній, Сергій Васильович; Zabolotnii, Serhii; Хотунов, Владислав Ігорович; Khotunov, Vladyslav; Чепинога, Анатолій Володимирович; Chepynoha, Anatolii; Klopotovskyi, Pavlo; Клопотовський, Павло АнатолійовичHuman Activity Recognition (HAR) using smartphone sensors has become a key component in health monitoring, context-aware computing, and smart environments. Traditional machine learning approaches often assume a Gaussian distribution of sensor data, which may not hold true in real-world scenarios. This paper presents a novel application of the mathematical framework of decomposition in a space with a generating element to address problems in statistical pattern recognition. This approach, based on Kunchenko’s theory of stochastic polynomials, enables the effective processing of non-Gaussian data by constructing optimal polynomial features based on the minimization of the mean square error of the decomposition. We apply this method to the UCI HAR dataset, which contains accelerometer and gyroscope data from 30 individuals performing six daily activities. Our approach generates polynomial features of various orders that capture higher-order statistical dependencies in the sensor signals. Experimental results demonstrate that augmenting traditional time-domain and frequency-domain features with these polynomial features improves classification accuracy when using a SVM classifier. The method is particularly effective in distinguishing between static activities (such as sitting and standing), which are traditionally challenging to classify. The proposed approach offers a theoretically grounded feature engineering technique that enhances HAR performance while maintaining computational efficiency suitable for real-time applications.Item Application of the matrix factor analysis method for determining parameters of the objective function for transport risk minimization(Lublin University of Technology, 2021) Zabolotnii, Serhii; Заболотній, Сергій Васильович; Mogilei, Sergii; Могілей Сергій ОлександровичThe paper regards a common transport problem with a non-classic optimization criterion to minimize transportation risks. It demonstratesthat the risk parameters of the function could be found through the factor analysis method. Besides, considering that the problem contains several pointsof sending and delivering loads, the method is dealt with as a matrix. The research also regards the algorithm of matrix factor analysis applicationfor determining parameters of the objective function for the problem to be solved. The survey results in a new method to construct the objective functionfor the optimization problem with probability parameters. It generally assists in suggesting a formal solution to such problems, foremost due to particular software.Item Application of the Polynomial Maximization Method for Estimating Nonlinear Regression Parameters with Non-Gaussian Asymmetric Errors(Springer Nature, 2024) Заболотній, Сергій Васильович; Zabolotnii, Serhii; Tkachenko, Oleksandr; Nowakowski, Waldemar; Warsza, Zygmunt LechIn the article, an alternative approach to estimating parameters in nonlinear regression models under asymmetric error distributions is examined. A novel approach for adaptive estimation is proposed, which is based on the use of second-order polynomial functions. This enables a straightforward implementation to account for deviations from Gaussian idealization in the form of moments up to the fourth order. It is demonstrated that the overall problem can algorithmically be reduced to the numerical solution of a system of nonlinear stochastic equations. Analytical expressions are obtained, which facilitate the estimation of parameters and the analysis of their asymptotic variance. Statistical modeling using the Monte Carlo method was conducted, and the results indicate that the accuracy of PMM2 estimates is comparable to SLS estimates and significantly so exceeds the accuracy of OLS estimates.Item Application of the Polynomial Maximization Method for Estimation Parameters in the Polynomial Regression with Non-Gaussian Advances in Intelligent Systems and Computing(Springer Nature B.V., 2021) Zabolotnii, Serhii; Заболотній, Сергій Васильович; Tkachenko, Oleksandr; Ткаченко, Олександр Миколайович; Warsza, Zygmunt LechThis paper considers the application of the polynomial maximization method to find estimates of the parameters of polynomial regression. It is shown that this method can be effective for the case when the distribution of the random component of the regression models differs significantly from the Gaussian distribution. This approach is adaptive and is based on the analysis of higher-order statistics of regression residuals. Analytical expressions that allow finding estimates and analyzing their uncertainty are obtained. Cases of asymmetry and symmetry of the distribution of regression errors are considered. It is shown that the variance of estimates of the polynomial maximization method can be significantly less than the variance of the estimates of the least squares method, which is a special case. The increase in accuracy depends on the values of the cumulant coefficients of higher orders of random errors of the regression model. The results of statistical modeling by the Monte Carlo method confirm the effectiveness of the proposed approach.Item Applying the Polynomial Maximization Method to Estimate ARIMA Models with Asymmetric Non-Gaussian Innovations(https://arxiv.org/, 2025) Заболотній, Сергій Васильович; Zabolotnii, SerhiiClassical estimators for ARIMA parameters (MLE, CSS, OLS) assume Gaussian innovations, an assumption frequently violated in financial and economic data exhibiting asymmetric distributions with heavy tails. We develop and validate the second-order polynomial maximization method (PMM2) for estimating ARIMA models with non-Gaussian innovations. PMM2 is a semiparametric technique that exploits higher-order moments and cumulants without requiring full distributional specification. Monte Carlo experiments (128,000 simulations) across sample sizes and four innovation distributions demonstrate that PMM2 substantially outperforms classical methods for asymmetric innovations. For ARIMA(1,1,0) with , relative efficiency reaches 1.58--1.90 for Gamma, lognormal, and innovations (37--47\% variance reduction). Under Gaussian innovations PMM2 matches OLS efficiency, avoiding the precision loss typical of robust estimators. The method delivers major gains for moderate asymmetry () and , with computational costs comparable to MLE. PMM2 provides an effective alternative for time series with asymmetric innovations typical of financial markets, macroeconomic indicators, and industrial measurements. Future extensions include seasonal SARIMA models, GARCH integration, and automatic order selection.Item Assessing Imbalance between Labor Quality and Needs of the Labor Market of Ukraine: Educational Challenges(The European Center of Sustainable Development (ECSDEV), 2022) Novikova, Olga; Новікова, Ольга Федорівна; Azmuk, Nadiya; Азьмук, Надія Анатоліївна; Pankova, Oksana; Панькова, Оксана ВолодимирівнаThe purpose of the study is to assess the imbalance between the quality of labor and the needs of the national labor market and harmonize the supply of the national education system to meet the demands of social production. The analysis of actual (statistical) data is carried out; the method of expert survey is used to identify imbalances between labor and education markets. The needs of the national labor market for experts with digital and creative skills are substantiated. The authors focused on the problem of imbalance in the market of educational services and demand for labor with appropriate skills in the labor market of Ukraine. According to the results of the analysis, it has been found that the domestic labor market is characterized, on the one hand, by excessive qualification of the labor force, which is manifested in the excess of the educational level of employees over the demand for such specialists. This is reflected in the lack of decent jobs in the national labor market. On the other hand, the national labor market is characterized by a shortage of employees with digital skills. Expert assessments of specialists in labor, education and digital economy have revealed a lack of focus of all education levels on the formation of digital and creative skills in the actual and potential labour force. Approaches to the study of imbalances in national labor markets and educational services have been further developed. The main trends in labor skills formation and demand for them among employers in the national labor market in the context of digitalization have been identified. Compared with previous studies, the research contains the results of an expert survey. Features of promotion and sales promotion in B2C (Business-to-Consumer) markets are revealed. The use of digital marketing tools in the process of stimulating the sales of goods through digital channels, in particular through online stores, as well as the use of search engine optimization (SEO) and SMM-marketing is substantiated. Marketing communications and sales promotion elements used by retailers when preparing for seasonalsales are considered. The activity of consumers to retailers in the period of the preparation for grand sales, tools used by retail trade to influence the consumer and improve the activity of sales of goods is studied. The authors summarize and analyze statistic data of such online platforms as Black-friday.global, Picodi, Google Trends. The factors influencing the opportunities of online shopping and retail during Black Friday are explored and outlined. It is proved that the definitive formogenesis of national wealth allows to determine the factors of legitimization of its use as a system-forming basis of existential-humanistic foundations of awareness of social relations and their quantitative reflection in accounting systems. Methodological approaches to the formation of national wealth by its system-forming elements have been improved through a combination of general theoretical and specifically historical approaches to understanding both the very essence of wealth and the broader sources and economic mechanisms of its accumulation and social distribution. It is substantiated that the methodological foundations of accounting and informational display of national wealth are structured by organizational provisions of accounting policy, which is detailed as an inter-level accounting and synthetic service of accentuated objectification of a research object.Item Communicative English.
