Item Assessing Imbalance between Labor Quality and Needs of the Labor Market of Ukraine: Educational Challenges(The European Center of Sustainable Development (ECSDEV), 2022) Novikova, Olga; Новікова, Ольга Федорівна; Azmuk, Nadiya; Азьмук, Надія Анатоліївна; Pankova, Oksana; Панькова, Оксана ВолодимирівнаThe purpose of the study is to assess the imbalance between the quality of labor and the needs of the national labor market and harmonize the supply of the national education system to meet the demands of social production. The analysis of actual (statistical) data is carried out; the method of expert survey is used to identify imbalances between labor and education markets. The needs of the national labor market for experts with digital and creative skills are substantiated. The authors focused on the problem of imbalance in the market of educational services and demand for labor with appropriate skills in the labor market of Ukraine. According to the results of the analysis, it has been found that the domestic labor market is characterized, on the one hand, by excessive qualification of the labor force, which is manifested in the excess of the educational level of employees over the demand for such specialists. This is reflected in the lack of decent jobs in the national labor market. On the other hand, the national labor market is characterized by a shortage of employees with digital skills. Expert assessments of specialists in labor, education and digital economy have revealed a lack of focus of all education levels on the formation of digital and creative skills in the actual and potential labour force. Approaches to the study of imbalances in national labor markets and educational services have been further developed. The main trends in labor skills formation and demand for them among employers in the national labor market in the context of digitalization have been identified. Compared with previous studies, the research contains the results of an expert survey. The obtained results serve as a research basis for the development of strategic decisions in the field of markets balancing and education in the context of digitalization of the economy.Item Determination of the country’s place for the development of creative human capital in the global dimension(ПП "ТЕХНОЛОГІЧНИЙ ЦЕНТР", 2021) Азьмук, Надія Анатоліївна; Azmuk, NadiyaThe object of this research is creative human capital. In the context of digitalization, creative human capital enhances the competitiveness of the national economy. This requires the creation of favorable conditions in countries for the formation and development of creative abilities among carriers of human capital. Creative human capital acquires special significance and additional value in the context of the spread of the use of digital technologies in business and production processes. It is creative human capital that creates added value through the ability to innovate. These processes are responsible for the growth in the need for creative skills of human capital. Therefore, in this work, using the example of Ukraine, the place of the country in the global dimension is determined in terms of the level of development of creative human capital in the context of the digitalization of the economy. To compare the national economy with other countries for the formation of creative human capital and the level of favorable environment for its development, the data of the Talent Competitiveness Index were used.The definition of a country in the global digital landscape is based on the use of the author’s typology of employment, identifies five types depending on the combination of creative and digital skills in the labor process. In order to interpret the data obtained, the assessment of employment is coupled with the results of an expert survey. The survey involved 108 experts representing various aspects of social and labor relations: employees, employers, authorities. The results of the expert survey showed the existing demand in the national labor market for human capital, which has mastered creative and digital skills and combines in the labor process. A serious challenge for the national economy is the imbalance in the labor and education markets; it turns out to be in the demand for human capital with creative skills and the backwardness of the education market with the training of relevant specialists. An important direction of strategizing the development of the national economy is determined by balancing the labor market and education through strengthening the focus of the formal education system on the formation of creative skills. Application of the proposed approach to defining the country in the global digital landscape is a convenient tool for monitoring the level and dynamics of the country’s creative capital development, the results of which can be used in developing a national development strategy.Item Flexible technologies of university management as a tool to increase their competitiveness(Національна академія наук Республіки Казахстан, 2019) Grishnova, Olena; Грішнова, Олена Антонівна; Azmuk, Nadiya; Азьмук, Надія Анатоліївна; Kuklin, Oleg; Куклін, Олег ВолодимировичHigher education faces global challenges caused by the dynamic change of the socium itself and the educational environment under the influence of globalization and extensive digitization of the society. The labor market requires the formation of a new generation of professionals capable of effective development and self-realiza-tion. The main problem that impedes the development of the Ukrainian education is the excessive bureaucratization of the educational process in universities where innovations do not find their practical implementation. This makes the higher education system unresponsive to external changes, whichleads to the production and transfer of redun-dant and irrelevant knowledgefor modern business environment. The above-mentioned factors determine the low level of competitiveness of Ukrainian higher education institutions. In this regard, there is a need to introduce Scrum management technology in the university education, based on the effective interaction of all participants of the educational process with a prominent level of flexibility and adaptability. Theoretical and methodological base of the article - conceptual positions and researches of experts on flexible technologies of management. Based on the results of the study, the authors formed the main provisions of the Uniscrum. The article deals with the crucial problems in the field of higher education. The employment of flexible Scrum technology in the management of higher education institutions to increase the efficiency of their activities is justified. The relevance of the values and principles of Agile flexible approach to the activities of universities in Ukraine is investigated. Authors’ definition of "Uniscrum" is proposed. The functions and principles of Uniscrum in relation to the management of the activities of universities are formulated. The key approaches to the use of Uniscrum are defined. The introduction of Uniscrum management technology in higher education as a project approach to managing the training of highly skilled professionals at universities will contribute to the effectiveness of educational activities, since it will provide the production and transfer of valuable professional knowledge for modern business.Item Threats of labour potential loss in Ukraine in the context of economy digitalization(Національна академія наук Республіки Казахстан, 2021) Novikova, Olga; Новікова, Ольга Федорівна; Azmuk, Nadiya; Азьмук, Надія Анатоліївна; Pankova, Oksana; Панькова, Оксана ВолодимирівнаThe labour potential of the society ensures the development of economy and determines its innovation and competitiveness. Ukraine is faced with a difficult challenge. It is the loss of labour potential due to demographic processes, which are exacerbated by the digitalization of economy. The purpose of this study is to identify the risks of losing country’s labor potential in the context of economy digitalization and work out recommendations for their reduction. The article uses statistical and analytical methods, methods of forecasting and expert survey conducted by the authors. The information basis of the study is represented by the official statistical materials of the State Statistics Service and the International Labour Organization. The dynamics of changes in the labor potential of Ukraine is studied and a projected estimate of its quantitative indicators until 2030 is made. Based on the results of the author’s expert survey, the factors of negative impact on quantitative and qualitative indicators of the country’s labour potential are determined. The threats of external labour migration and its component – digital labour migration as a factor in reducing the labour potential of the country are substantiated. The shortcomings of employees’ social welfare, including those employed through digital platforms, are identified and the areas that should be the subject of social protection for this category of workforceare pointed out. An expert assessment of the importance of potential social protection of those employed through digital platforms is made. The shortcomings of the educational and qualification sphere are outlined, which is the basis for the formation of qualitative characteristics of labour potential in the context of the development of digital technologies. The directions for reducing the risks of losing the country's labor potential have been formulated.
